Beckley, WV (WOAY) – West Virginia State Police are notifying the public to look out for a man wanted for failure to register as a sex offender. A court convicted Dewayne Payne of sexual assault in the first degree on a seven-year-old juvenile in 2013. Payne is approximately 6’00” tall and 250lbs
