WV Public Service Commission urged to investigate Black Diamond Power Company

Charleston, WV (WOAY)- The West Virginia Public Service Commission is being urged to launch a full investigation into a Southern West Virginia electric utility.  

The PSC’s legal staff is raising serious concerns about Black Diamond Power Company, based in Charleston, which serves nearly 4,900 customers across Clay, Raleigh, and Wyoming counties.  

Since September 2024, the commission has received 48 informal complaints regarding “unusual and irregular” billing practices, as well as 12 additional complaints related to safety and reliability.

And the complaints are increasing.  

In the past two weeks, the PSC has received 21 additional complaints, including two formal filings, some of which involve service disruptions to a healthcare facility, prompting warnings of potential harm to public health.  

Commission staff is calling for an interim remedy to ensure safe and reliable service while a full investigation moves forward.
