Former Fort Gay mayor and treasurer indicted in Wayne County on several embezzlement and fraud charges

Fort Gay, WV (WOAY)- A Wayne County grand jury has indicted two former officials from the town of Fort Gay.

Former mayor Joetta Hatfield and former treasurer Sheila Bowen were indicted on nine counts, including embezzlement, fraudulent schemes, and computer fraud. 

They’re accused of illegally diverting more than $370,000 in public funds over eight years. 

According to investigators, from 2017 to earlier this year, the two issued unauthorized checks, took excess leave pay, withdrew cash, and altered utility payments, all for personal gain. 

Hatfield is accused of embezzling approximately $245,000, while Bowen is charged with embezzling approximately $127,000. 

The West Virginia State Auditor’s Office uncovered the alleged fraud during a routine audit.

Auditor Mark Hunt said the case underscores the need for regular oversight to protect taxpayer dollars. 

The indictment also alleges that the two manipulated books and computer systems to conceal the scheme. 

If convicted, they face significant prison time and restitution.
