West Virginia Public Service Commission issues order addressing Appalachian Power and Wheeling Power Company rate hike proposals

Charleston, WV (WOAY) The West Virginia Public Service Commission (PSC) is taking a closer look at how the Appalachian and Wheeling Power Companies recover certain costs from customers. 

In a new order issued Thursday, the commission addresses the elimination of separate tariff rates, including those for capital investments, vegetation management, and broadband expansion. 

The PSC is now requiring the companies to file final accountings to determine whether they over- or under-recovered costs between 2021 and 2025. 

It also directs a review of expenses related to power supply and transmission, known as expanded net energy costs. 

Meanwhile, the commission is weighing options to avoid frequent cases of base rate increases. 

One proposal would allow a modest, inflation-based rate increase if the companies agree to delay filing for a new base rate case until at least mid-2027 and move forward with securitizing more than $2.6 billion in assets. 

If approved, residential and commercial customers could see a base rate increase of up to four percent, with a lower impact on total bills.
