Woman charged after twin children ruled dead from

RALEIGH COUNTY, WV (WOAY) – A Raleigh County woman is in custody and has been charged with two counts of child neglect resulting in death after her twin children after an investigation concluded fentanyl and other substances were a factor in their death.

Olivia Moore was arrested following an investigation that spanned more than three and a half months.

It stems from an incident that took place on the morning of February 28, 2024. State troopers say they found two twin children, just two years old, dead inside a single-wide trailer. They were found on the living room couch with foam coming from their mouths.

At the time, Moore told them that she noticed the children were behaving strangely at roughly 2 a.m., but both were still breathing.

Following the autopsy, troopers were able to obtain the death certificates for both children. The certificates identified fentanyl and ethanol intoxication, in addition to the presence of other drugs.

With these documents in hand, troopers called Moore back into the state police detachment in Beckley, where she was again interviewed. Following that, she was arrested and charged with two counts of child neglect resulting in death.

Moore is being held on a $500,000 in Southern Regional Jail.
