WV (WOAY) – The West Virginia Public Service Commission has told West Virginia American Water that customers can not be forced to pay bills online.
The company had proposed that customers with an email address or mobile number on file be automatically enrolled for paperless billing.
The PSC said that the change would have been too hard for older people and anyone without reliable internet.
Paperless billing will still be an opt-in service.
