Morrisey issues proclamation to lower flags on January 29 in honor of West Virginia Justice Thomas E. McHugh

Charleston, WV (WOAY)—On Wednesday, January 29, Governor Patrick Morrisey issued a proclamation ordering all flags lowered at the West Virginia Capitol Complex and all state facilities throughout Kanawha County. 

The proclamation was implemented to commemorate the distinguished life and service of former West Virginia Justice Thomas E. Mchugh. 

Mchugh passed away on Monday, January 13, at 88 years old. 

A West Virginia native born in Charleston, McHugh served the state’s high court for over 20 years. 

Mchugh served in the U.S. Army and graduated from the West Virginia University College of Law. 

Mchugh served as a Kanawha County Circuit Court judge before being elected to the WV Supreme Court in 1980.

He was reelected to the office for a second 12-year term in 1992.
