Morgantown man pleas guilty for failing to register as a sex offender

Oak Hill, WV (WOAY) – A Morgantown man pleaded guilty to failing to register as a sex offender as required by the Sex Offender Registration and Notification Act (SORNA).

Court documents state that 69-year-old James Mansfield Davis was living in South Charleston and failed to register as a sex offender. This is required by his conviction for possession of child porn back on May 20, 2024.

On September 5, 2024, Davis was sentenced to 6 years and 10 months in prison. He failed to self-report to prison on October 4, 2024, leading to officers arresting Davis in Virginia on October 15, 2024.

August 20, 2025, Davis was sentenced to a year in prison for not surrendering to his federal sentence. This will run consecutive to the sentence for the child porn charges.

He is scheduled to be sentenced on March 30, 2026, for his current offence. He faces at most 10 years in prison, up to a lifetime of supervised release, and a $250,000 fine.
