Governor Patrick Morrisey signs Senate Bill 1060

Kanawha County, WV (WOAY) – Governor Patrick Morrisey started the week off by signing Senate Bill 1060 into law.

The goal of the bill is to boost the state’s thoroughbred industry, local agriculture, and ensure state racetracks remain premier destinations for racing.

The bill updates racing laws to include certified thoroughbred horses and doubles the funding cap for restricted races at state tracks from $1 million to $2 million.

The bill also incentivised out-of-state owners to move operations into the mountain state by allowing horses that have lived in West Virginia for at least 6 consecutive months to compete for increased purses.

The bill will also ensure a greater portion of wagering funds will be reinvested back into the West Virginia thoroughbred development fund.

Senate Bill 1060 will take effect on June 7 this year.
