Charleston man and woman convicted in federal sex trafficking case

Kanawha County, WV (WOAY) – A Charleston man was found guilty of sex trafficking involving multiple victims including a minor according to federal court documents said.

On Monday September 27, 2025, 49-year-old Tiwan Robert “Quick” Bailey, 49, of Charleston was convicted in federal court by a jury of four counts of sex trafficking, one count of conspiracy to sex traffic and obstruction.

According to court documents, federal prosecutors say Bailey was responsible for sex trafficking four different women, including a 17-year-old girl, in Kanawha County from November 2023 to July 2024.

Bailey was accused of forcing his adult victims through threats and violence, including sending them threatening voice messages through Facebook Messenger and physically beating and sexually assaulting them according to a press release from the U.S. Attorney’s Office for the Southern District of West Virginia.

Court records also say Bailey supplied drugs to the victims who suffered from substance use disorders and withheld drugs from them as punishment.

Prosecutors also say Bailey worked to interfere with the investigation by attempting to influence cooperation and testimony from the minor victim.

Bailey was taken into custody in January of this year in Lexington, KY related to an investigation that began in 2024. He was extradited back to West Virginia following his arrest.

The jury found Carrie Roy, a co-defendant in the case, guilty of sex trafficking and conspiring to sex traffic, the news release said.

Federal court documents say Roy transported the three adult victims to and from meetings for commercial sex acts and collected money for Bailey.

Bailey and Roy remain in custody and will be sentenced in U.S. district court on Feb. 9, 2026.

Bailey is facing a mandatory minimum of 15 years and up to life in prison according to the press release. Roy faces a mandatory minimum of 10 years and up to life in prison.
