Animal cruelty complaint leads to multiple arrests

Oak Hill, WV (WOAY) – An animal cruelty complaint results in multiple arrests in Fayette County.

According to court documents, on Tuesday May 20, 2025, Fayette County Sheriff’s deputies along with Animal Control were dispatched to a home at 109 Allman Street in Oak Hill, WV. According to officers, residents Cody Golden and Angel Miller did not want to allow them into the home but agreed to bring the animals out individually.

After further investigation officers discovered that the animals were malnourished with bones visible. The residents were unable to provide any records for the animal’s medical care or any food.

Due to the condition of the animals, officers became suspicions that more animals were inside.

Officers on scene entered the home and discovered more evidence of neglect and abuse including several dead hedgehogs and an additional dog showing signs of being malnourished. According to the criminal complaint, the home was littered with trash, animal feces and urine. The odor was so bad it caused investigators to have difficulty breathing and burning eyes.

Investigators on scene described the home as being unfit for animals or humans.

Animal Control removed a total six dogs, three cats, and two kittens from the residence during the investigation.

Officers also encountered a third resident, Crystal Arp who was also identified as a co-owner of some of the animals.

Cody Golden, Angel Miller and Crystal Arp are all charged with 14 misdemeanor counts of animal cruelty. Investigators collected photographic evidence of the conditions and animals as documentation for court proceedings.

Golden, Miller and Arp are being held in the Southern Regional Jail under a 25,000-dollar bond.
