Man faces several charges including child abuse and assault on a government official in Fayette County

Hilltop, WV (WOAY) A Fayette County man is in police custody and facing several charges.

Fayette County Sheriff Jess McMullen reports that on Wednesday, April 29, deputies responded to a call from the Mountainair Mobile Home Park in Hilltop, reporting an intoxicated and disorderly man causing a disturbance in the area.

While deputies were on their way to the scene Fayette County 911 notified them that they received a call from a Child Protective Services worker who witnessed the man hit a small child in the face.

Authorities later discovered the man is the child’s father.

The worker further reported the man attempted to assault her as well and threatened her when she stepped in to protect the child.

A witness on the scene intervened to restrain the man until authorities arrived.

The suspect identified as 50 year old Phillip A. Leonard was arrested without incident, charged with misdemeanor child abuse creating risk of injury, domestic battery, two counts of assault on a government official and public intoxication.
Deputies transported Leonard to Southern Regional Jail pending further arraignment before a Fayette County Magistrate.
