Lawmakers decline to advance Raylee’s law in state legislature

Charleston, WV (WOAY)- State lawmakers decided not to advance a bill preventing parents being investigated for child abuse from homeschooling their children. 

The amendment was rejected with a 15 to 5 vote. 

Delegate Mike Pushkin reintroduced Raylee’s law to the Legislature on Monday. 

8 year old Raylee Bowning died in 2018 from abuse and neglect after her parents withdrew her from public school to homeschool her instead. 

Teachers previously reported suspicions to Child Protective Services that Raylee was suffering from abuse.

Lawmakers have been proposing the bill in the Legislature since 2019.
