West Virginia Public Service Commission issues broadband acceleration order

Charleston, WV (WOAY)-In a move to accelerate broadband deployment across the Mountain State, the West Virginia Public Service Commission has authorized temporary attachments to utility poles.

The decision is part of General Order No. 261.3, which aims to reduce delays in broadband expansion. 

Broadband providers must attach lines to existing poles, approximately 2.5 million in West Virginia, most of which are owned by electric utilities. But getting access hasn’t always been smooth. 

DQE Communications, a telephone utility, petitioned the PSC to permit temporary attachments while awaiting pole replacements.

The Commission agreed, saying pole owners have a legal duty to provide non-discriminatory access. 

The Commission emphasized that utility companies must cooperate and not hinder broadband progress.

While these temporary changes take effect immediately, more rulemaking is expected to finalize the process.
