Enrolling people under the Affordable Care Act will be difficult, says DHHR official

MORGANTOWN - The mountain state is ready to launch a health insurance market under the federal Affordable Care Act, but an official overseeing it said enrolling people will be challenging.

Jeremiah Samples of the Department of Health and Human Resources believes the federal government has failed to adequately explain what is happening with the health care overhaul. Samples said private and nonprofit organizations might increase awareness through their outreach efforts.

West Virginians who do not have health insurance can sign up for coverage under a state and federal partnership called a health care exchange. Open enrollment starts Tuesday.
