...LOW WIND CHILL VALUES EXPECTED THROUGH MID-MORNING...

.ARCTIC AIR WAS BEING REINFORCED ACROSS THE REGION THIS MORNING AS
ARCTIC HIGH PRESSURE SPREADS SOUTHEAST FROM CENTRAL CANADA. THE
COMBINATION OF MORNING TEMPERATURES IN THE WILL BE OVER THE
REGION TONIGHT AND THURSDAY. THE COMBINATION OF TEMPERATURES IN
THE 5 TO 15 DEGREE RANGE AND NORTHWEST WINDS OF 10 TO 20 MPH WITH
GUSTS OF 25 TO 30 MPH WILL CAUSE WIND CHILL READINGS TO DROP TO
AS LOW AS MINUS 5 TO MINUS 10 DEGREES.

* HAZARD TYPES...LOW WIND CHILL VALUES.

* WIND CHILL READINGS...5 TO 10 BELOW ZERO.

* TIMING...4 AM TO 10 AM EST THURSDAY MORNING.

* IMPACTS...PROLONGED EXPOSURE OF SKIN TO THESE TEMPERATURES CAN
  LEAD TO FROSTBITE.

* WINDS...NORTHWEST 10 TO 20 MPH WITH GUSTS UP TO 30 MPH.

* TEMPERATURES...5 TO 15...NEAR ZERO AT ELEVATIONS ABOVE 4000
  FEET.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WIND CHILL ADVISORY MEANS THAT VERY COLD AIR AND STRONG WINDS
WILL COMBINE TO GENERATE LOW WIND CHILLS. THIS WILL RESULT IN
FROST BITE AND LEAD TO HYPOTHERMIA IF PRECAUTIONS ARE NOT TAKEN.
